What Maryland Accepts as Proof
Maryland law enforcement accepts both paper insurance cards and digital proof displayed on your phone during traffic stops. The MVA, however, requires a specific form called the FR-19 when verifying that coverage was in place during a questioned period — for example, after a lapse flag or during registration renewal. An expired insurance card from your carrier does not satisfy an MVA compliance request, even if your coverage never actually lapsed.
The FR-19 is Maryland's Insurance Certification form. Your carrier files it electronically with the MVA when you buy a policy, renew, or make certain changes. You do not carry the FR-19 in your car. The MVA pulls it from their system when they need to verify your coverage history. If the MVA flags your registration for a coverage gap, you request a new FR-19 from your carrier showing continuous coverage, then submit it to the MVA to clear the flag.

Digital Proof at Traffic Stops
Maryland officers accept a digital insurance card displayed on your phone. The card must show your name, policy number, coverage effective dates, the insured vehicle, and the carrier's contact information. A screenshot of your carrier's app works as long as the required fields are visible and the dates show current coverage.
Officers verify the card against their system in real time. If your carrier has not filed the FR-19 electronically, or if there is a delay between your purchase and the carrier's filing, the officer's lookup may show no active policy even though you are holding valid proof. This mismatch triggers a citation. The citation is dismissed once you provide the FR-19 to the court, but you still spend time resolving it.
Keep both digital and paper proof available. If your phone dies, is locked in a crashed vehicle, or the officer's system shows a discrepancy, paper proof gives you a fallback. Print a new card every time your policy renews or you add a vehicle.
An expired insurance card — even one week old — does not prove current coverage. Officers and the MVA require proof showing today's date falls within the coverage period.
When the MVA Requests the FR-19

Contact your carrier immediately and request an FR-19 showing coverage for the questioned period. Most carriers generate the form within one business day and file it electronically with the MVA. If you switched carriers mid-term, request an FR-19 from both the old and new carrier to prove no gap existed between policies. The MVA needs documentation covering every day of the flagged period.
Submit the FR-19 to the MVA address listed on the notice. The FR-19 does not erase penalties for actual lapses; it only clears flags caused by filing delays or system errors.
Carrier Filing Delays and Registration Holds
Maryland carriers must file the FR-19 electronically within a set window after you buy or renew a policy. Some carriers file within hours; others take several days. If you buy a policy on Friday and get pulled over Saturday, the officer's system may not yet show active coverage even though your policy is valid. Carry your paper or digital card as proof until the FR-19 appears in the state system.
The MVA places a registration hold if their system shows no FR-19 on file when you attempt to renew your registration. You cannot renew online or at a kiosk until the hold clears. Bring your current insurance card to an MVA branch in person. Staff can verify coverage and lift the hold immediately if the FR-19 is in the system but not yet linked to your registration record.
Switching carriers mid-term creates a filing gap if the old carrier reports your cancellation before the new carrier files the FR-19. The MVA sees a lapse even though you were never uninsured. Request the FR-19 from your new carrier before canceling the old policy, or overlap coverage by one day to avoid the flag.

Proof for Registration and Title Transactions
The MVA requires proof of insurance when you register a newly purchased vehicle, transfer a title, or renew registration. Online renewal pulls FR-19 data automatically from the state system. In-person transactions at an MVA branch require either a current insurance card or verbal confirmation that the FR-19 is on file. If you just bought the policy that morning, bring the paper card — the FR-19 may not be in the system yet.
Adding a vehicle to an existing policy mid-term triggers a new FR-19 filing from your carrier. The MVA needs that updated FR-19 showing the new vehicle before they will complete registration. If you buy a car on Saturday and your carrier does not file until Monday, you cannot register the vehicle until the FR-19 appears in the MVA system. Most carriers provide a temporary proof-of-insurance document you can present at the MVA to bridge the gap.
What Happens If You Cannot Provide Proof
Failure to provide proof of insurance during a traffic stop results in a citation carrying a fine and potential license suspension. Maryland treats driving without proof as a separate offense from driving without insurance. Even if you have valid coverage, you receive the citation if you cannot show proof at the time of the stop. You clear the citation by presenting proof to the court before your hearing date.
If you were actually uninsured at the time of the stop, the MVA suspends your registration and assesses the uninsured motorist fee.
